From January to November, 2023, China imported a total of 2.66 million tons of various types of dairy products, a decrease of 12.0% year-on-year, with value of $11.24 billion, down 12.3% year-on-year. Among them, the import amount of milk powder in 0.95 million tons, down 21.8% year-on-year, and the value is $6.7 billion, down 18.3 % year-on-year; the import amount of infant and young children formula milk powder is 209,000 tons, down 14.0% year-on-year, and the value is $3.91 billion, down 3.9% year-on-year.
In 2023, in terms of infant and young children milk powder, the food regulatory agency of the State Council issued a total of 14 relevant regulations; 22 drafts for comments; 20 relevant food standards, of which 13 are national food safety standards. Local food regulatory agencies issued a total of 10 relevant regulations.
In 2023, SAMR totally approved 186 applications for registration of infant and young children formula milk powder products, including 126 domestic enterprises, with a total of 1727 formulas; 60 oversea enterprises, with a total of 451 formulas. The new national standards was officially implemented in February, 2023, which means that the two-year transition period for infant formula milk powder has officially ended, and infant formula food produced since February 22, 2023 must meet the requirements of the new national standards, but those produced before the implementation date can continue to be sold during the shelf life.
