In 2021, China imported a total of 3.68 million tons of various types of dairy products, an increase of 21.8% year-on-year, with value of $12.74 billion, up 14.9% year-on-year. Among them, the import amount of milk powder in 1.46 million tons, up 20.5% year-on-year, the value is $8.26 billion, up 7.8% year-on-year; the import amount of infant and young children formula milk powder is 0.233 million tons, down 24.1% year-on-year, the value is $3.87 billion, down 16.4% year-on-year.
In 2021, in terms of infant and young children milk powder, the food regulatory agency of the State Council issued a total of 37 relevant regulations; 105 drafts for comments; 40 relevant food standards, of which 34 are national food safety standards, accounting for 31% of the total number of national food safety standards issued in 2021. Local food regulatory agencies issued a total of 29 relevant regulations.
In 2021, SAMR totally approved 41 applications for registration of infant and young children formula milk powder products, including 35 domestic enterprises, with a total of 7 formulas; 2 oversea enterprises, with a total of 6 formulas. After the centralized formula registration of infant and young children formula milk powder in 2017, the applications for change continue. According to Registration List of Overseas Manufacturers of Imported Dairy Products issued by GACC, there are 112 overseas manufacturers of infant and young children formula milk powder with registration qualifications in 2021, and newly increased 2 overseas manufacturers of infant and young children formula milk powder, which are 1 in New Zealand and 1 in the Netherlands. The main countries are New Zealand, Australia, France, the Netherlands, the United States and Korea. Among them, 52 enterprises have registered formulas of infant and young children formula milk powder, accounting for 46.4% of total registered manufacturers. Less than half of the overseas manufacturers have registered their products, and there is still a lot of room for expansion in the future.
